AfA 'Celebrating Impact, Inspiring Change, Shaping the Future' Conference

The conference also provides an opportunity for your voice to be heard. Together, we will reflect on the feedback schools have shared regarding current challenges and discuss practical ways to work collaboratively to address them. The Schools' Strategic Partnership Board (SSPB) acts as a consultative body to enable schools, the local authority and partners to work together on strategic education priorities in Hillingdon. The SSPB meets termly and meetings are held online. The Board is looking to increase its membership, it was agreed at a recent meeting that all Headteachers or experienced deputies can be invited to join as the following reps:

Business Continuity Planning Webinar for Schools

We are pleased to invite headteachers, governors and SBMs to a webinar on Business Continuity Planning for Schools on Thursday 17 September at 3:30 – 4.30 pm.

The session will be led by the Business Continuity Officer for Hillingdon Council and forms an important part of our work to strengthen resilience and business continuity arrangements across schools. We ask that every school ensures representation at this session, as the information shared will be highly relevant to leadership, governance and operational planning.

Key Health & Safety Responsibilities for Community Maintained Schools

Hillingdon Council’s Education and Health & Safety Teams would like to remind all Headteachers of some of the key responsibilities regarding incidents and incident investigation.

The Headteacher must ensure that all staff understand the basic requirements for incident reporting and know how to report
All incidents should be recorded on Assure at the earliest opportunity and ideally within 48 hours of the event
All work-related incidents must be investigated within 10 days and submitted for approval
The person responsible for approving incident investigations must do so in a timely fashion or reject the record if information is missing/inadequate

The above standards are to be closely monitored to help facilitate improved compliance.

There is a pre-recorded webinar now available via the Council’s Learning Zone titled - Assure (Evotix) - Health & Safety System - Incident Reporting & Investigation. The webinar is approx. 18 minutes long and focuses on using the Assure system for the following:

Configure own dashboards showing real time information and quick links
Report incidents through the Assure main system and Portal
Complete incident investigations in Assure and submit for approval

This is free to access whenever you want for community school staff who are system users.

A number of Headteacher’s are yet to attend the course Health & Safety Responsibilities for Headteachers. All community school Headteachers are required to attend. Deputy Heads will also benefit. An additional course has been arranged for 16 October 2026 9.30 am - 4.30 pm at the Civic Centre. This course will provide Headteachers with an overview of their key health and safety responsibilities in the following areas and understand how behaviour will influence outcomes:

RISE Open Education Fortnight: Encore – Book Your Place Now!

Following the huge success of the first London RISE Open Education Fortnight earlier this year, 80 schools across London are once again opening their doors during November's Open Education Fortnight.

Taking place during the weeks beginning 2 and 9 November 2026, this free professional development opportunity allows school staff to visit host schools, observe effective practice, and learn from colleagues across the capital. The programme focuses on four key priorities: Attainment, Attendance, Inclusion and Early Years.

We're delighted that three Hillingdon schools will be among the host schools, sharing their expertise as part of this London-wide initiative.

Updated Off-Site Direction & Managed Move Protocol for September 2026

Following the publication of the DfE's updated Suspensions and Permanent Exclusions Guidance (July 2026) and the introduction of new regulations relating to Off-Site Direction, Hillingdon's Off-Site Direction and Managed Move Protocol has been reviewed and updated.

The revised protocol strengthens local arrangements for the use of Off-Site Directions and Managed Moves, provides greater clarity around the distinction between the two processes, and incorporates the new statutory requirements relating to governance, review arrangements, parental engagement, SEND considerations, safeguarding and Local Authority monitoring.

The updated protocol has been agreed and will come into effect from 1 September 2026. All schools are asked to ensure that relevant staff, including senior leaders, SENCos, pastoral teams and governors/trustees, are familiar with the revised arrangements.

New Referral Route for Children & Young People's Neurodevelopmental (ND) Assessments

From 3 August 2026, Central and North West London NHS' (CNWL) autism and ADHD diagnostic assessments for children and young people moved to a single integrated service: SHINE (Specialist Hub for Integrated Neurodevelopmental Evaluation). This change will affect all schools in Hillingdon. Only SENCos can make referrals, but teachers may be asked to answer questionnaires as part of Stage 2 of the referral process.

SHINE brings together Community Paediatrics and CAMHS diagnostic assessment services, supported by a new Single Point of Access (SPA) and digital referral processes.

Who can refer? GPs, health professionals (including health visitors, speech and language therapists), community and hospital paediatricians, CAMHS clinicians, nursery/school SENCos and social workers. Parental consent is required. Age eligibility remains unchanged: 2-17+

New referral process:

Part 1: Referrers submit an online referral request via the SHINE professionals webpage [https://www.cnwl.nhs.uk/shine/professional-certification], including the child's details, reason for referral, parent/carer contact information, nursery/school and GP details, and any interpreter requirements.

Part 2: The SPA Hub sends digital referral packs to GPs, parents/carers, young people aged 12+ (where appropriate), and education settings to gather information. All packs must be returned within two weeks. Once received, clinicians will triage the referral and confirm the outcome with the family and GP.

Changes to SEND EHC Team Case Allocation Arrangements from September 2026

As part of our ongoing SEND EHC service development and to strengthen continuity of support during key transition points, we have reviewed the allocation of Education, Health and Care Plan (EHCP) casework across our teams. The new arrangements will take effect from September 2026.

Under the revised model, case responsibility will be aligned to age and phase as following:

Primary Team: Children and young people aged 0 to Year 5.

Secondary Team: Children and young people in Year 6 to Year 10. This includes Year 6 pupils in primary settings to facilitate earlier transition planning and continuity into secondary education.

Post-16 Team: Young people from Year 11 to age 25

The purpose of this change is to:

strengthen support at key transition points;

improve planning for secondary transfer and preparation for adulthood;

provide greater continuity of oversight during periods of significant change;

align case management more closely with the developmental stages of children and young people.

There is no change to statutory duties, timescales or the support schools currently receive.

Existing EHC Coordinators will work closely together to ensure a smooth handover of cases where responsibility transfers between teams. Schools and families will be notified of any changes to their named EHC Coordinator directly.

We believe these arrangements will provide a more coherent pathway for children and young people with SEND, particularly during transition periods, and support our wider SEND Reform Programme objectives.

Ordinary Available Provision (OAP) Training & Traded Workshop Offer

As part of Hillingdon’s ongoing work to support the implementation of Ordinary Available Provision (OAP) and inclusive practice across education settings, we are pleased to share the Universal OAP training dates for education staff for the 2026–2027 academic year.

These free borough-wide sessions are designed to support staff to develop a shared understanding of OAP, including how it links to inclusive practice, reasonable adjustments, adaptive teaching and the graduated response.

Universal OAP training dates for education staff: Course: Ordinary Available Provision (OAP) Workshop - Education Staff 0 - 25

Monday 9 November 2026 at 1 – 4 pm, Civic Centre

Tuesday 20 April 2027 at 9 am – 12 pm, Civic Centre

These sessions are suitable for SENCOs, teachers, practitioners, tutors, support staff and leaders working with children and young people aged 0–25.

Alongside the Universal training offer, settings can also commission a bespoke in-setting OAP workshop through the traded offer. This may be useful where a setting would like OAP training delivered to a whole staff group, adapted to their context, or linked to current priorities such as inclusive practice, adaptive teaching, reasonable adjustments, APDR or evidencing ordinarily available provision.

The traded workshop can include:

a brief discussion beforehand to understand the setting context and priorities
a tailored 3-hour OAP workshop for staff
practical examples linked to everyday classroom or setting practice
reflection prompts and supporting resources
next-step recommendations to support implementation
£250 for a 3-hour session

Feedback from previous OAP sessions has been positive, with settings valuing the practical examples, opportunities for reflection, and support to develop a clearer shared understanding of what should be ordinarily available as part of everyday inclusive practice.

Please note that targeted OAP support through the SEND Advisory Service will focus on coaching, modelling and implementation support. Bespoke or whole-staff OAP training is available through the traded offer.

We are also exploring whether there would be interest in a dedicated summer OAP session for ECTs and trainee teachers to be held on 1 July 2027 at 9 am – 12 pm in the Civic Centre.

Speech, Language & Communication Needs Network

We’re really pleased to share the 2026/27 dates for the Hillingdon Speech, Language and Communication Needs (SLCN) Network.

The network brings together colleagues from across early years, schools, education, health and wider services who have an interest in improving outcomes for children and young people with SLCN.

Our aim is for the network to be more than a space for updates. We want it to be a practical community where we can:

share what is working well across Hillingdon;

learn from the practice, ideas and resources of others;

hear about local and national developments affecting SLCN;

explore barriers together and identify realistic solutions;

strengthen links between education and other services;

take practical ideas back into our own settings, teams and organisations;

continue to build our shared Hillingdon SLCN Manifesto and priorities for change.

You do not need to be an SLCN specialist to attend. The network is for anyone with an interest in communication and inclusion and we really value having a mix of roles, phases and services represented.

Our first session is on 2 October 2026 at 9.30 am – 12 pm and will focus on moving from awareness into action.

We will look at:

key national SEND and SLCN developments and what they could mean locally;

what we have achieved through the network so far and where we want to go next;

practical evidence and ideas relating to areas including communication and justice, effective practice, SEND reform and the wider London SLCN picture;

opportunities to learn from colleagues and services working with children and young people across Hillingdon;

using a simple SLCN audit and action-planning approach to identify something you can take back and develop within your own area of practice.

Slam Jam Basketball - Basketball England (London Region)

Basketball England is bringing Slam Jam, their official junior basketball programme, to primary schools across London. It is designed for children aged 5 to 11 and needs nothing more than a hall or a hard court. Any class teacher can deliver it — no basketball background required and they can put you in touch with a local club or coach for support. Pupils can also train as young referees. Funding is available for a few schools this year.

Religious Literacy Day on Islam – A Shia Perspective

Please share this CPD opportunity with secondary Subject Leads delivering Islam at GCSE.

Join us for a one-day Religious Literacy programme exploring Islam from a Shia perspective. The day will be led by Dr Chris Hewer, who will provide an accessible introduction to Shia Islam and facilitate discussion on theology, leadership, contemporary religious guidance and the lived experience of Shia communities today.
