New Youth Offer Launches

We've launched an exciting new youth offer and associated marketing campaign, Next Gen, to reflect the diverse and flexible needs of children and young people. The youth offer is a wider programme of modern, relevant, flexible and digital services for children aged eight to 19 (and up to 24 with SEND) closer to where young people are, making sure they can get the support they need, at the right time and place.

It will complement the wider early help and prevention services and use existing council buildings and family hubs, along with more street-based and outreach work to support young people. The number of services provided has also increased, offering more opportunities at flexible times, to support personal, social, and educational development, and improve wellbeing.

Children and young people can stay up to date with Next Gen by following our new TikTok channel showcasing the activities on offer at www.tiktok.com/@nextgenhillingdon. Find out more at www.hillingdon.gov.uk/youth-offer

Free CCE Training for Schools

The HM Inspectorate of Probation estimates that a staggering 30-50,000 children are being criminally exploited in the UK. Child Criminal Exploitation can affect any child regardless of gender, ethnicity, ability, economic status, and age - the youngest child known to be involved in County Lines (a form of criminal exploitation) is 7yrs old.

There is much schools can do to reduce the risk of exploitation, and to help you with this, LGfL has FREE training and support available:

Safeguarding Children from CCE (delivered in partnership with Unique Talent)

This interactive session, suitable for DSLs and Senior Leaders, provides a detailed exploration of Child Criminal Exploitation (CCE) You will Learn from trainers with lived experience of gangs and CCE and be equipped with practical ideas and effective strategies to identify risk, support young people and work effectively with parents and carers, as part of a whole school approach to safeguarding.

Next Sessions: 12 May or 3 July, 1 - 3.30 pm

Foreign Nationals' Rights: School Admissions

The DfE continues to receive reports of a small number of schools refusing to admit foreign national children, including refugees and asylum seekers, or delaying admitting them whilst they seek immigration documentation. This practice breaches admissions and equalities law.

Whilst they reside in the UK all children have a right to attend school, irrespective of their immigration status. We encourage you to review the guidance provided on school applications for foreign national children and children resident outside England. '

Whilst they are in England all parents are under a statutory duty (section 7 of the Education Act 1996) to ensure their children, if they are of compulsory school age, receive a suitable full-time education.

Their parents have a right to apply for a school, and school admission authorities are under a duty to comply with that preference unless 'prejudice' applies, as defined in section 86 of the School Standards and Framework Act 1998 (SSFA), and to comply with the rules about processing applications and not seeking unnecessary personal information set out within the School Admissions Code.

Also, under section 86 of the SSFA, LAs are under a duty to provide advice to all parents in their area on their preferences.

The DfE have published information on their website that:

'Admission authorities for state-funded schools:

  • must not refuse to admit a child on the basis of their nationality or immigration status nor remove them from the roll on this basis
  • must not ask to see passports or other immigration information as a condition of admission (this would be a breach of paragraphs 1.9(a) and 2.8 of the school admissions code)
  • with the exception of children who are Irish nationals, must not actively recruit foreign national children who are still resident overseas as pupils'

They continue to receive reports of some schools refusing to admit refugees and asylum seekers and some refusing to admit children until their parents provide immigration documentation. Separately, they have found, from time-to-time, a small number of others recruiting cohorts of students, living abroad, from the EEA to study in their sixth forms (which would, since Brexit, be in contravention of those students' visa/visitor rights and could lead to immigration enforcement action against them).

Please ensure that your admission officers are aware of school admission authority duties in respect of applications relating to such children.

Join London Recycles in their mission to promote the use of existing repairing services to prolong the lifespan of your clothes and uniforms, toys, gadgets, and bicycles. In the next couple of weeks, in support of this year's Repair Week (3-9 March), schools have an opportunity to discuss with pupils and staff about the importance of doing more than just recycling - by repairing and reusing more of the things we already own at home and at school - and enhance their repairing skills.

Team Repair offer a range of classroom packs to schools where children aged 10 to14 can use to learn practical repairing skills. You can email them at edu@team.repair to talk about funding opportunities.

Hillingdon's Recycling Team is inviting families and staff to join our Repair and Reuse Day on Saturday 8 March, 10 am - 2 pm, where you can learn to mend clothes, have one electrical item repaired or bring your bicycle in for a basic repair. Children activities and refreshments available. This event is supported by our partners from TRAID, Friends of the Earth / Restart Party, Dr Bike, Recycle-A-Bike, Hillingdon Libraries, Heritage and Museums, Freegle.  Please share this with your parent/carers and staff.

Vaccinations

HPV

Did you know that HPV causes 90% of cervical, genital and anal cancers as well as certain head and neck cancers. Some of these cancers can be eradicated through vaccinating young people for HPV. This needs to be done early as most people will have been exposed to HPV by the age of 17 thus the importance of achieving 90% vaccination in schools.

In Hillingdon, the uptake of this vaccination is very low, and we need to do more to protect young people.

As a school how can you help?

  • Educate young people on the HPV vaccine.  We are attaching a PowerPoint presentation below that can be used as part of your PHSE lessons.
  • Educate parents/carers and staff - see newsletter linked below to share.
  • Ensure staff including welfare and Head of Year 9 are supporting the vaccination opportunity.
  • Provide class lists to Vaccination UK our vaccination provider.
  • Invite the vaccination provider to come and do an Assembly in your school (an invitation has been sent to your school).
  • Remind parents to sign the consent forms regardless of if they want the vaccine or not. Inform parents   Send out the forms early and offer a reminder.

On the day:

  • Please send the whole year group to see the vaccination nurses this gives the nurses the opportunity to ring the parents of those children who do not have consent.
  • Please let the young people bring their phones to the vaccination session to enable them to ring their parents/carers.
  • Please have a member of staff available to support the vaccination process.
